Virtual / Paper Airlines Using Their Own Flight Prefix Codes

HI THERE,

Say, you are a Tour Operator/Broker that charters an aircraft from a UK/EEC airline.
The airline chartered looks after everything operationaly but the aircraft will be in the Tour Ops/Brokers livery and crew will wear the Tour Ops/Brokers uniform to give an impression to the public that you are an airline when in actual fact... you are not... the chartered carrier is the airline but you have branded it to give a complete image of your product.

Whilst the operating carrier will be responsible for everything operationaly, the Tour Op/Broker wishes for its own flight codes to be used.

ie: Travel City Direct charters Air Atlanta aircraft but also use TCY as a flight prefix.... TCY is a tour op and not an airline.... how is this possible.

So is it quite easy to get a flight prefix to use for your chartered flights or is there quite a few restrictions.

Hope someone can help me out here.

Cheers
