Converting the commercial From FAA to JAA require:
- the full ATPL written to complete before anything else.
- there is no minimum flight time to train for the commercial, if you are up to speed you could go tomorow (but 5 to 10 hours is more realistic)
- the instrument require a minimum of 15 hours, of which 10 hours can be done in a simulator (20 to 25 hours to be realistic)
And depending in your experience ( hours in multi crew or heavy jet) those requirements can be different.
I personnaly have logged 1900 hours on fixed wing, mostly instruction.
Having contacted a few schools in England, i am planning for the all practical training (cpl, insrument, multi) to set me back of about £9000 (€13500) to be realistic.
That is the price i have to pay to work in europe
