Canada is bi-lingual yes. Most provinces recognize English, New Brunswick is the only bi-lingual province and Quebec is strictly french. Strictly to the point where they have language police and all sorts of other

The rest of the English provinces have most written things in both official languages [heaven forbid we offend anyone ] and you can always find somebody in a govt office that can parle vous en francais. Good luck getting someone in Quebec city to speak english to you, even though they seem to speak it very well when still within ear-shot.
