That has been the case ever since 9-11.
Before no visa was required for PPl training.
They changed that pretty soon afterward.
All in all about 275-300 schools went bancrupt as a straight result of 9-11.
However, I think the surviving "small"
schools are doing pretty well right now with the uplift in aviation in the US
