CAA QUOTE:
"I can confirm that your IMC rating can be revalideated for a further 25 month period on the basis of your valid FAA IR provided you have completed an FAA IR proficiency check within the 25 months preceding the date of application for the revalidation of the IMC rating. If you have maintained the FAA IR on the basis of insturment experience i.e. 6 instrument approaches etc. in the preceding 6 months, that is NOT acceptible to revalidate the IMC rating. In this case you would have to either pass the IMC renewals skill test or the FAA IR proficiency check.
Application for revalidation of the IMC rating should be made using form SRG 1125, enclosing your logbook and fee. Please ensure that if revalidating on the basis of the FAA IR, that the IPC is clearly annotated in your logbook"

So, if you have just passed an FAA IR, you can apply for an IMC. If your IMC issued on the basis of the FAA IR has or will lapse, you need to have an FAA IPC from an FAA CFII in your logbook to get another, or pass the skills test noted above...
