Most smaller countries are thinking defense. An example would be a Fighter CAP at the FIR which has to stay airborne for long periods of time. During the Gulf Wars a lot of the refueling going on was aircraft waiting on their targets to be designated.
The only museum aircraft we have with refueling capability are the SR-71 and the F-15. Maybe one of the MIGs but I'm not sure. I've already volunteered to fly them for testing purposes.
