Question JAR FCL PPL Syllabus?

Question.

Is there a JAA, or CAA, PPL flight training syllabus - that actually complies with the requirements of the mandated training?

The only syllabus I am aware of is published by AOPA - and clearly says that the student must complete 45 hours of daylight training and an extra five hours if a night qualification is required.

It BELIEVE it also says that the 45 hours (AND optional dark) must be completed before skill test.

This appears to be in contradiction with the JAR FCL 1 - as mentioned so many times on these hallowed pages.

Would I be right in thinking that any school which says in its training and/or operations manual that the AOPA syllabus has been adopted by them (and "training approval" issued on the basis of that statement)but which subsequently trains in accordance with FCL 1 would be in breach of its "approval notice"?

Also curious to know why the CAA like the syllabus so much - when these same hallowed pages have slagged AOPA so vehemently in the past (and present). At least they tried.

Is there a CAA published syllabus?
