Confirmation on the controlling authority. The GCAA (General Civil Aviation Authority) is the Federal Regulator in all matters regarding aviation in the UAE.
As far as I know the rules governing such flights are actually laid down by both Authorities, i.e. EK has to comply with both FAA and GCAA regulations when flying between the UAE and the States.
