You obviously missed the bit of SofS's speech about the Global Warming Dividend:
"I am pleased to tell the House that warmer seas mean increased survival times for those who find themselves in an unscheduled amphibious immersion situation. As a result, fewer search and rescue stations are required and their number will be reduced...."
