The wind on the ground ( or lack of it) at DXB at night particularly can have no bearing as to what it is at say 500' One can find a screaming tailwind on the approach and if it is more than 10/15 kts depending on aircraft type then it it is not safe to land and for take offs the last thing one needs or wants is to encounter a strong tailwind .
