Is it likely that just because Braathens have a more ineficcient CoS there there will be fewer layoffs in Braathens than Scandinavian Airlines?

The surplus in SAS and Braathens has to be determined after the same CoS. Or don't you think that would be fair?
According to norwegian law any surplus must be delt with before the merger of the two workforces.
If that is true, there will be layoffs in Braathens.
By the way, Scandinavian Airlines are now cancelling a massive amount of flights due to lack of crew...
