He's right! See for example lower ATS routes in the online AIP here:

This shows L9 clearly, but not KENET or MIMBI but I suspect that if you hunt around starting from the Enroute Index here:
http://www.ais.org.uk/aes/pubs/aip/html/aipenr.htm you will find what you want.
