to work for NATS you have to have the right to live and work in the UK (English parents etc........kind of like ASA's stance on the issue)
Not really, Jerricho, as a citizen of an EU country one has the right to live and work in any other EU country.
BTW ASA's stance on the issue is a catch 22. You can apply if you are a RAAFie or if you hold permanent residency, but they won't support an application to get one, and since it takes at least two years to get permanent residency while living in OZ, you'll do anything else than ATC during that time. Then you can try to apply...
