In the 70s, Luton had one scheduled service (Jersey). It was 98% charter, with the likes of Court Line, Britannia and Monarch as well as foreign airlines like Aviaco, Air Spain, etc. In 1973 it handled around 3m pax.
Since the late 80s, Luton has been attracting scheduled services such that they now represent about 70% of its passenger throughput, now up to 7m pax.
If you compare 2004 charter traffic with 1994 charter traffic, I would expect Luton to show a decline in flights and passenger numbers on charters, although total traffic has never been higher.
Some of the old charter destinations have been superceded by loco operations, often at a higher frequency.
It seems to be a sign of the times......
