Anybody who expcts to be able to use a privately-built heliport without paying a landing fee is dreaming.
It costs enormous amounts of money and time and effort to jump through the regulatory hoops and establish a heliport. To recoup the costs via landing fees is unrealistic, you would need to charge $1000 per landing. But a fee of $50 will help offset the administrative costs of the paperwork to be filled out, the public liability insurance, the meet-and-greet person, the coffee, the cleaner to keep the public areas and toilets clean (often it's the Chief Pilot who ends up doing all this) and so on.
