I think it's a copyright issue with the music producers and artists, they even had a crack down recently on websites like CDNow because they were selling cd's sourced from outside the EU. It's not quite what your looking for but if you want to try different genres of music you can go to
Vitaminic the bands are all fairly new and not yet popular but you can download lots of stuff for free without copyright problems.
