I saw it in GM1 CAT.OP.MPA.305 “Commencement and continuation of approach” as well as in the AMC, but I’m not quite sure, because it feels counter-intuitive — is it really true that only the TDZ needs to be considered?( Because I believe FAA and ICAO(Doc 9365) still require it.)
Check Table C-1 of Doc 9365; it does specify that midpoint and stop-end can be advisory depending on the State. It is basically up to the Agency or relevant Authority to lay out the requirements.
