I don't know, but bonding is generally imposed to recover training costs.

These can be high and so are usually spread over several years. Even though a new pilot is passing their recurrent SIMs; the training cost - or a proportion of it - will still have to be recovered if that pilot leaves early - because the company will have paid out for the training but will have lost that trained pilot.
