The asymmetric horizontal stabiliser and retrofit of symmetric version has been the subject of some discussion a in the R66 thread at Rotorheads:

I don't see it as spin, after all, it is effectively Robinson saying the original configuration wasn't ideal and the new configuration is an improvement.
