What Whopity said... it's not law. National (and EU) regulations and laws are based on ICAO but with many local variations. While it may be interesting to have a look at the annex documents, it's no use using them as a basis for anything. Just have a look at the 'differences from ICAO' chapter in any AIP to get an idea of local variations. It's the UK laws linked to above that are more useful.
