The elephant in the room is called corruption .But you know this better than me.
I am not connected to anyone in aviation here but Yeah in every step there is Corruption . Safety Scores are sub par . You are right about the splitting , many say that a weak . not well financed Regulator for a poor country could mean Operators will take over .

Lots of Geo Political Tussles and Drama. With India not providing Instrument Landing at newly opened GBIA Airport , rendering it unusable in Winters fog . Also hasn't opened crucial entry points so that planes will have to take longer routes . On this Pokhara International Airport , not a single international flight has taken place . Expensive Planes from China get no pilots to fly or stay grounded . A planned airport in Nijgadh is looking more like a land scheme than actual superior airport compared to kathmandu , avoids terrains, Avoids Borders by using International Airspace .

Nepal is also a Lucrative Airlines Dependent Destination . A very large number of Adult population is out of the country . Reasonable amount of That makes for a regular , all seasons movement of people . Nepal Airlines get its services blocked for extended amount of time in the name of Repairs and any new Jet procurement in lengthy and Mired in Corruption and actual procurement happens very rarely . With Domestic Operations of the state Carrier Non -Existent from its better years . A total of 320,000 flights happen in a year here and it should have been a remarkable aviation destination and a neutral hub .
