Because you do not want to kill them, a wounded soldier takes on average three people to look after them, so by wounding them you are tying up manpower resources, Unlike in the field they can’t simply leave them to die where they dropped. Plus it ties up medical facilities.
Fair enough to the second part of your answer. However, since when is it a war crime to hit a military target twice within a short space of time? That's quite honestly a new one on me.
