That's not as impossible as one might think. Years ago during a high river event on the Red Cedar river in Michigan I wandered through the woods down to an earthen levee that contained the river; there was water coming out of a hole that had obviously been made by a muskrat or similar animal. As I watched, unable to do anything as it was already too late, the small flow massively increased until it quickly washed out an entire section of the levee; the river was unleashed and flooded parts of Lansing. I also observed water coming the wrong way through storm drains.
