As there is no such thing as a
Flight dispatch licence in Oz I suspect they may mean a license from another countre e.g an FAA disptachers license from the USA.
Whilst having that license alone would not guarantee you a job it may be the difference if two or more candidates have the same qualifications.
At my company we have a number of dispatchers who have FAA licenses but again not a prerequisite.
