You could try Fly-in-Spain at Jerez. I did an IR course there a few years ago and whilst pricey, had a good experience with facilities and instruction. So far as I know they can do both UK and EASA FI ratings, and I enjoyed learning from Steve Copeland, the British CFI.

Another possibility, in the UK but a bit with good weather, is Aviation South West at Exeter. Again, I think that they can do FI for both UK and EASA licences, and I've done a different course in the last few years and had a good experience with them.

A recommendation, if you are able, get a CRI out of it at the same time. It's a very useful qualification, and gives you privileges an FI(R) doesn't intiially have, as well as easier revalidation requirements if you aren't getting the instructing hours in later.
