I suppose another point I hadn't thought about is the new accommodation model may mean those on the higher wages could be able to afford a pretty decent (subsidised) digs on the civvy market. You wouldn't even have to live near anyone from work so sounds better than the patch already!
I believe they looked at the concept of subsidiaries for non-service accn on the trial of new accn model and discarded it. No idea why,
