A cynic, which he is, would say RYR were in the frame for delay/repay for his flight and the cost of keeping them hanging around was already fixed.
Tbf, if the other delays were caused by said winds, EU261 wouldn’t apply. Sometimes an airline will prioritise a flight that is getting close to EU261 eligibility (remember it’s arrival not departure time that ultimately determines that) but generally, the controllers have a whole bigger picture to paint and so usually, in the main, some of the conspiracy theories are spurious. There will be several variables at play.
