you could partner with an existing 135, and work on expanding their scope - or buy a company that has one and do what you want.
We have been partnering with an existing 135, but it hasn't proven very pleasant.
It's also hard to find existing 135s with the aeroplanes we'd like to operate.
Purchasing one would give the flexibility to the business.
I believe an operator in the NT was just sold to another operator at the same airport.
