Hilarious, brilliant imagery. Recruiting O/S ATCs has been a bit of a disaster. With one or a few exceptions, most foreign ATCs have returned home. It's a lot of money and effort without a long term benefit. Sure it might plug a hole but denies a local of a 30 year career. Surprised the Union allowed it.

It's highly likely that the flow of ATCs will be the other way, to the sand pit or UK or Hong Kong. AUS ATC TWRs have lots of Kiwi controllers, if they decided to move back home then it would be catastrophic. Perhaps they are the ATCs working ridiculous amounts of overtime, with total salaries of almost $500K ($1 AUD = $1.06 NZD), special destination allowances and above award payments.

ER_BN, you missed the bit about special "location of choice" agreements. The smart ATCs are working every 2nd or 3rd shift as a paid Change of Shift and double their salary without working extra days. Special, pay it forward, the gift that keeps on giving.
