The changes between NOTAM B1987/23 and NOTAM B1988/23 was the 'CORAL,' 'FLINDERS,' 'LORD HOWE,' AND 'TASMAN' Sector Volumes were declared a Temporary Restricted Area. Relevant Approval from Controlling Authority required however the Controlling Authority isn't specified in the NOTAM!!
Whomever "approved" the service variation (OAR?) hasn't read the background information associated with this document (or choose to ignore, or were over-ridden by senior management).

Background
2.1 Australian-administered airspace includes the airspace above Australian territory and airspace allocated by the International Civil Aviation Organization (ICAO) - broadly recognised as the Brisbane and Melbourne Flight Information Regions (FIR).
2.2 The airspace that is within Australian FIR, but not above Australian territory is considered international airspace.
2.3 The Chicago Convention does not permit any member State to enforce flight restrictions on foreign registered aircraft in international airspace.
It seems that Brisbane Centre has declared a Temporary Restricted Area over a vast volume of international airspace when it doesn't have any authority to do so. Oh dear. Perhaps no-one will notice (NYE celebrations).
