CAsA has the mandate of “safety” and a colossal suite of convoluted confusing and conflicting regulations, all backed up by strict liability, to keep the world safe from falling aeroplanes.
Their job is the business of putting reg infringers out of business, not solving any problems to keep them in business.
Australian Aviation history is an encyclopedia of individuals, charter companies and maintenance outfits flogged, bullied or driven into the ground by overzealous bureaucrats that see that as their calling.
As for the harm they do, they couldn’t give a rats. Any malfeasance on their part is well covered by the CAsA internal system, so no worries for them there. Great place to work for those of the TypeA bent, commit an offence and CAsA will CYA. It’s a system ripe for cronyism and corruption.
Pretty standard for bureaucracies these days.
