No doubt sold as "transparent" to Industry! Sydney Tower probably operated well below normal staffing, ground frequencies combined, frequency management through 127.6, and/or start clearances, no doubt the Sydney Tower ATCs have met their service obligations by shift extensions, and probable multiple changes of shifts. Basically these changes of shifts kick the can down the road as ATCs are moved from a shift later in the roster to cover shifts vacant today. Other constraints could be staff on elevated fatigue scores and applied mitigators.
