The AIP and NOTAM requirements doesn’t mandate additional fuel requirements when TIBA operates exists, specifically with regards to holding/delays with regards to TIBA operations.
The Contingency Maps are inconsistent, some have ATS route structures, other don't, NOTAM reference ATS routes so seems logical that ATS routes should be displayed.
Given the current number of TRAs, there should be an interactive map that can display multiple TRAs on a single map. If AsA are not providing an ATC Service, then as a minimum they should be providing a pre-flight FIS (Flight Information Service) that assists the pilots. Feel your pain DP.
