While it's quicker to bring in experienced controllers the training saving isn't anywhere near as great as as a difference between weeks and years. You might reduce it by a third overall.
Not to mention that the tighter staffing is the less capacity you have to train on the job. There is no quick fix.
This is because Australia makes things way more difficult than they need to be.
