Perhaps it's time said airline copied todays TIBA maps into Google Earth and said to the reporter "THIS is how much airspace they have closed off and we cannot safely fly though, as we can't avoid another airliner full of families! Because of that, we need to either cancel the flight, or fly around it."

I think the Huon & Mallee TRA's encompasses pretty much every reasonable routing between MEL and ADL and completely isolates Tasmania from RPT to the mainland... These aren't just piddly little PRD areas linked to a firing range or something small - the Huon one covers the entire state of Tasmania!
