Is there any consensus on what's going on in Belgorod? Is it:
A. What they say at face value (that would be a first!)
B. They are genuine pro-Ukraine/anti-Putin Russians (an attempted uprising)
C. They are local Ukrainians posing as anti-Putin Russians (to destabilise Russia by instigating belief that an attempted uprising exists)
D. They are Pro-Putin Russians posing as Ukrainians posing as anti-Putin Russians (a false flag attempt to claim Ukraine is covertly invading Russia)
E, F, G etc? The possibilities seem endless.
My (second hand) understanding is that they are genuinely Russian nationals (to give Ukraine (im?)plausible deniability). I doubt that either they (or the Ukrainians) genuinely believe that this operation will initiate a popular uprising in Russia though they would be delighted if it did. The aim, I'm sure, is to divert Russian troops from Eastern and Southern Ukraine in advance of the upcoming offensive.
