Not quite! GMT is a time
zone, it uses a
mean. UTC is stateless, and is very accurate. Thus the two are, strictly, quite different, albeit in practice there's not a lot between them.
Where the French come in, as I understand it, is that they wanted TUC (
Temps
Universel
Coordonné) as opposed to CUT (
Coordinated
Universal
Time), the compromise was UTC.
