The military can train its pilots to the standard they want, unfortunately in the civilian world, we can not do that.
That isn't a very good state of affairs I think - certainly all my ATPLH VFR sim checks haven't really required a high standard of handling, on one the examiner seemed surprised I could fly a 30 deg banked turn without changing height! Maybe I did learn something in 10,000 hours
