Meseemeth that "Aeroclube Portugal" stands a better chance of success.
I checked the clubs at Espinho and at Coimbra, having visited both recently and found them friendly and open. Unfortunately neither operate a C172. If a PA28 will do, too, then Coimbra might well be the place to go. A magnificent historic city and a well maintained aerodrome with a nice typical restaurant.
