Hope that 'northern town' isn't where I think it is.
I remember the City Council hurriedly making a mess of the junction at the bottom of the hill, under the auspices of 'improvements'. Us residents later discovered that the fuss was necessary because some dimwit hadn't checked the drainage from a nearby field... MAFF dumped hundreds of carcasses in said field, and then *shock horror* - found traces of animal detritus in the water supply. Lovely.
