I‘be always interpreted that as a visibility issue. You have to be able to see the ground or water - if there is something to see. It’s not to be able to discern the ground or water.
Thought experiment to explain- You’re flying along the edge of an outback town on a dark night. If you have to discern the ground features for VMC, then you’re VMC out the left window but IMC out the right?
