No. If anything, it's a sad reflection on the complexity of the aviation legislation in this country, which, coupled with a lack of continuing education causes a lot of pilots (and instructors and examiners!!) to be unaware/ignorant of the current requirements. That's part of the reason behind the PEGs (which don't help as much as they should IMHO) and the VFRG.

To CASA's credit, they're trying to address part of that with their AvSafety pilot seminars, but it's going to take a long time to reach every pilot in Australia!
