Out of curiosity an examiner of mine did this in tail-wind conditions as a demonstration, cut the power around 50FT. However on Airbus Safety First they recommend cut power "later" for tail-wind conditions, so which one is it?!
For tailwind FCTM recommends early flare i.e. before 30ft. not cut power early. Thrust can reduced at normal 20ft, a little early or late as required.
