However, as MPN11 points out, if ethnic minorities don't want to join the RAF (military in general) for whatever reason, be it historic, cultural, financial, then it doesn't matter what your target is, and the higher you set it the more you fail by. However, I expect that half the battle is a
PR one to show that the RAF is trying.
perhaps they don’t want to join because they see low level hostility towards them, saying that efforts to encourage them to join are merely woke, and their presence will stop the RAF from being able to win?
