From your FCOM PRO-NOR-SUP-ADVWXR, "MINIMUM SPEED WITH ICE ACCRETION", the minimum speed with wing anti-ice inoperative is:
  • GREEN DOT in CONF clean
  • VLS + 10 kt in CONF 1, 2, or 3
