Probably because at £30.00 an hour and about 500 hrs a year (if you’re lucky) in the U.K. it’s impossible to make a living at it. Flying schools are feeling the squeeze and can’t really afford to increase the hourly pay or pay retainers or salaries. But I did some part time instructing during the pandemic and worked out that on an hourly basis I was earning more as a salaried instructor with a PPL in the 1980s than I was with an ATPL on an hourly rate in 2021.
