Why would CoS18 on a base have no allowance? The company made it very clear that the allowance is not a housing allowance. I have living expenses on a base as well. My mortgage isn't going to go away with a massive pay downgrade, why would my monthly pay be 3,900 USD less than a a HKG based captain?
