It lists them as HM the Queen, Charles, Camilla, Anne, Timothy Laurence, Andrew, Edward....etc all the way down the listing then when we get to Beatrice and Eugenia, they are listed as Princesses.. but all those before are without titles bar the Queen.
They don't have titles in their own right hence they're officially Princess Beatrice/Eugenie of York and Princess Alexandra.
The royals with their own titles are officially styled
Charles, Prince of Wales
Anne, Princess Royal
and so forth.
Prince Charles, Princess Anne etc are common but incorrect usage by the media. They were only called that when young/before marriage and didn't have titles of their own.
