Legacy PPLs/NPPLs privelages

A simple question from a friend who has been passed from pillar to post with a simple question which the CAA, LAA and others have provided no clear answer, can somebody assist?

If you possess a legacy UK PPL - i.e one issued by the BOT/DTI/CAA many moons ago, valid for life, before the dreaded EASA or Part FCL/LAPL etc - can you currently (as of right now):

1. Legally fly a Part 21 aircraft (ex EASA type) solo
2. If so, can you do so using a medical declaration?

My friend has been referred to CAA docs which, of course, are the epitome of obfuscation, but nobody has given a simple yes or no.

I don't have a problem as although in the same licencing situation I have a LAA permit aircraft, although I would like to continue to fly Part 21 types in the future.

Any help appreciated.
