The important issue at present is to get it enshrined in law. Then one can look to enact and enforce the law, which is an even bigger battle. Both main parties (in England and Wales) have proposed this in the past, and both opposed it when in Opposition. This is indicative of the hurdles the gallant Mr Mercer MP has faced, and such is the current level of opposition he's a little pessimistic about getting it through the Lords. Who's pressing their buttons, given few understand the issues?

The very mention of John Spellar should be sufficient for Servicemen to support the Bill, regardless of how diluted it has become. He still owes an apology to families and to Parliament for his outright lies during the early Mull of Kintyre debates. It is an abomination that he still sits on the Defence Committee.
